Synopsis and Analysis:  Under existing law, every bill is required to be read at length before its final passage.  SB3 is a proposed Constitutional Amendment to exempt redistricting bills from the requirement that every bill be read at length (i.e., in its entirety) prior to final passage.

This bill reduces transparency and full disclosure.

According to Daniel Davenport* (03/15/19), "[t]his bill will increase the proclamation expenses of the Governor, paid from the State General Fund, by an estimated $100,000 for the fiscal year ending September 30, 2020."

*Daniel Davenport is a Legislative Fiscal Analyst in the AL Legislative Services Fiscal Division. He reviews legislation pertaining to the Retirement Systems of Alabama and State Government.

League Action and Justification: Oppose. LWVAL believes that every redistricting process should include full disclosure throughout the process and public hearings on the plan proposed for adoption. Redistricting at all levels of government must be accomplished in an open, unbiased manner with citizen participation and access at all levels and steps of the process. Redistricting at all levels of government should be subject to open meeting laws.
