Synopsis and Analysis: Under existing law, the Department of
Corrections is required to issue minimum
documentation of identification to inmates upon
release to allow the released inmate to obtain
employment.
This bill would require the Department of
Corrections to allow an inmate to apply for a
non-driver identification card prior to release.
This would be beneficial to individuals upon release of incarceration so that they may not only have statehood but identification to move forward in life. Having an ID means voting can be possible.
League Action and Justification: Support. LWVAL and LWVUS believe in expanding voter access and fighting voter suppression. Making IDs more accessible upon reentry for formerly incarcerated individuals is one step in that direction: giving them their franchise.
