The 2019 First Special Session of the Alabama Legislature convened on Wednesday, March 6.

The Alabama Legislature convened the 2019 First Special Session on March 6. During this session, LWVAL will keep citizens informed about the legislature's activities regarding issues of importance to the League via the 2019 Legislative First Special Session Report. The report will be updated weekly (with some exceptions). For each bill, the report will include bill sponsors, bill summary, link to complete bill text, current status of the legislation, LWVAL's position on the legislation, and LWVAL's action. Action Alerts urging citizens to contact their legislators will be posted in this report at times when their voice would be most effective. Action will be based on the LWVAL issue positions and/or League principles. These are the LWVAL 2019 legislative action priorities.

HB1 / SB2 - Permanent Joint Transportation Committee, technical corrections regarding Dept. of Transportation's long-range plan, long-range plan clarified, clarification of the Alabama Dept.of Transportation's duties and information requirements to the committee relating to the long-range plan, Sections 29-2-1, 29-2-2, 29-2-3, 29-2-4, 29-2-6, and 29-2-8 am'd.

HB2 - Motor vehicles and motor fuels, Rebuild Ala. Act., add'l tax on gasoline and diesel fuel of ten cents in increments, add'l licensing tax on electric and hybrid electric automobiles, distribution of proceeds for state, county, municipal, and State Port Authority transportation purposes, floor stock tax provided, bond of motor fuel terminal operators increased, taxes increased based on changes in National Highway Construction Cost Index, portion to finance improvements to ship channel related to Ala. St. Docks, ATRIP-II Committee estab., authorized to enter agreements for debt financing, Secs. 11-6-4, 11-6-23, 40-12-242, 40-17-331 am'd.; Sec. 11-6-6 repealed

HB3 - Alabama Highway Finance Corporation auth. to borrow money and issue bonds to improve the Mobile Ship Channel.

SB1 - Off-road vehicles, all-terrain vehicles (ATV's) and recreational off-road vehicles, registration with Ala. State Law Enforcement Agency, width and weight restrictions increased, Sec. 32-12A-1 am'd.

SB3 - Motor vehicles, golf carts and low-speed vehicles, prohibited from use on public highways
