HB148 - State agencies, contracts, subject to review by the Contract Review Permanent Legislative Oversight Committee, prohibited from contracting with a person otherwise required to register as a lobbyist as an advisor to the state agency
Sponsor(s): Representative Garrett
Synopsis and Analysis: This bill would provide that any state agency, the contracts of which are subject to review by the Contract Review Permanent Legislative Oversight Committee, may not contract with a person otherwise required to register as a lobbyist as an advisor to the state agency
This bill prohibits certain state agencies from using lobbyists to act as their advisors.
League Action and Justification: Support. The LWVAL's Ethics in Government position favors laws supporting the notion that public office will be used for public good (not private gain) and that there should be a legal basis for public confidence in the integrity of government. Having a lobbyist advising state agencies promotes only one point of view (theirs) - and that may not be in the public good.
