Synopsis and Analysis:  Under existing law, the Secretary of State is required to bind and distribute volumes of legislative acts and resolutions adopted each legislative session to various entities.This bill would authorize the Secretary of State to distribute volumes of the legislative acts and resolutions in electronic format, including posting the acts and resolutions on the public website of the Secretary of State and provide for notice to all recipients.

By publishing legislative acts and resolutions, this bill would make them more widely and cheaply available  than printing and binding them in the traditional manner. If they are also (as the legislation infers) published on the Secretary of State's website, their distribution is also increased.

League Action and Justification: Support. The league's principles and its program statements staunchly support transparency of governmental actions.  By publishing legislative acts and resolutions electronically, they would be more widely and economically available.
