Summary/Synopsis: This bill would codify the establishment of the Alabama Drought Assessment and Planning Team (ADAPT) created by the Governor's June 24, 2011, Executive Order Number 19, and provide for its membership, duties, responsibilities, and powers.

The bill would:
  1. Establish the Monitoring and Impacts Group Subcommittee and provide for its membership, duties, responsibilities, and powers.
    2 Codify the charges given to the Alabama Office of Water Resources which is a division of the Alabama Department of Economic and Community Affairs, with the responsibility of developing a State Drought Plan and periodically issuing drought declarations.
    3 Reaffirm the Governor's ability to respond to extreme drought conditions under the powers provided under the Alabama Emergency Management Act of 1955.
    4 Allow the Office of Water Resources to promulgate rules.

The bill places emphasis on “Preservation of drinking water for citizens and water for human health and safety . . . “

Summary/Synopsis: This bill would require biodegradable plastic containers to meet standards for compostable products (United States Federal Trade Commission's Guides for the Use of Environmental Marketing Claims, 16 CFR Part 260, as amended) and be clearly labeled to prevent contamination of recyclable plastic containers.

League Action and Justification: LWVAL supports SB298.
“LWV of Alabama supports measures to promote an environment beneficial to life through the protection of natural resources in the public interest.” It also supports the curbing of pollution, especially water and air.
