League of Women Voters announces winner of the
2015 Transparency in Government Award

The League of Women Voters of Alabama has selected former Public Service Commissioner Terry Dunn to receive its first Transparency in Government award. Mr. Dunn was selected by the League from a group of leaders, nominated by the public, who have championed open and inclusive government in Alabama. He will accept the award at the League's biennial convention May 2-3 in the Auburn/Opelika area.

The League created the award to recognize efforts by citizens, as well as elected and appointed officeholders, to bring greater transparency to governmental decision-making.  Mr. Dunn is receiving the award for his role in urging transparent, on-the-record hearings, rather than informal meetings, not used anywhere else in the country, when the Public Service Commission began review of return on equity for the state's three regulated utilities in 2013-2014. Mr. Dunn also successfully advocated for a second assistant attorney general to represent utility customers as well as voting for stronger ethics guidelines for commissioners and PSC employees.

Transparency in government, as defined by the Congressional Research Service, means access to relevant information used by decision makers, with the information presented in a comprehensive format and with opportunities for the public to analyze and respond.

"Transparency is a core principle of who we are as a nonpartisan advocacy organization," said LWVAL Co-President Scarlett Gaddy of Tuscaloosa.  "We look forward to this award becoming part of Alabama's governmental fabric, encouraging civic leaders to champion transparency in decision-making, processes, and finances."
